It's really fucking hard for an indie to get a word in anywhere when there are fucking thousands of them and most people stick with holo/niji these days.

Personally I think her voice is a limiter, it's cute but doesn't quite fit the character. That plus her chara design is a niche to boot make it kind of clash for overall a tough sell. Still though more variety in the types of chars is welcome and she is truly a moe-moe type which is relatively rare, so she should have a place somewhere I feel.

I watch all her streams and I'm not sure why she isn't more popular. Maybe because she isn't a particularly good singer? Maybe because lolis just aren't popular in general? I guess the gimmick and ultra-cute design will only take you so far if you're not a complete degenerate or a skilled entertainer.

By the way her 10k celebration 3D stream got her like 2k subs in a couple days, so maybe if she does more content like that to give people stuff to clip and repost she'll grow faster. That stream was in december or something and everyone is still posting stuff from it in every thread about her.

Unfortunately her current design is too good to justify throwing it away for Hololive. It wouldn't really be the same if she got turned into a generic normal sized character since Hololive has no chibi lolis.
She's friends with a bunch of Hololive talents though, I think if she wanted she could probably get in but doesn't feel confident and doesn't wanna abuse nepotism like Mio and Oga.

I wouldn't worry about Hiyo too much, her growth since her 3D debut has been pretty good.
4 or 5 months ago her videos often didn't even reach 400 views, now she regularly doubles or triples that. Plus there's been an influx of new members, so she obviously does well enough to invest in new models and outfits.
Keep supporting Hiyo sure, but there are alot of other indies where your concern is better justified.

I doubt she makes enough money from members to pay for gear or anything really. Her membership is really cheap and youtube takes a cut, and even the large vtubers only get like 10% of their viewers buying memberships. Smaller ones are probably even lower.

I'm pretty sure she's an illustrator so she probably just uses vtubing to supplement her income. Definitely should do more 3D streams though.

I'll tell you why she's not more popular.
Her sector, art vtuber, is not that popular compared to vidya.
Secondly she's too smart. Vtubers mostly get memed for being idiots and fucking up. Also her kitten design looks like it has half a brain cell, which is fine if she was an airhead but she isn't so there's a disconnect.
If I was her manager I'd either get her to add glasses or I'd push the gap moe of a dumb looking kitten actually being smart.
