Fact. The whole point of vtubing is playing the role of an anime character. They wouldn't have a constructed backstory if they were just using the avatar as a stand-in. These women are voice actresses who want voice acting gigs, like Nene appearing in a video game.

You know who else has backstories? Every fictional and nonfictional character in existence. Michael Jackson has a backstory, and Homer Simpson has a backstory. That doesn't have anything to do with being an anime girl.
And not every anime girl or fictional character has an associated character "lore" to them either, so I don't know what point you're trying to make. Most of them are just normal characters that are assigned the default lore to the setting.
