In this age of the internet, it'd be way more risky to hire a paid actor pretending to be your family member than to have real ones appear on your streams, as those actors are some kind of professionals after all, you may have to consider the possibility of they divulge the fact behind the curtain or some web dwellers may find out the actor's voice somewhere else in other media.

And I think what we need to do rather than standing an implausible hypothesis is to dig deeper into her relationship between family members.
Why does her mom speak to the rabbit in Japanese honorifics? I mean in short phone mails.
What I guess, according to the knowledge I gained by expensive research on Japanese cultural custom and history, is that Pekora is actually the princess holding the right to throne of Pekoland while Pekomom was one of concubines of Peko-king.
Mom used to talk to her daughter in normal diction, but now that she banished all her siblings, Michael and Diabo, and became the only heir of the throne, she no longer talk to her in that way. She is supposed to behave lowly in front of her own daughter. Sad story but it' real.
