depends on whose streaming and the context of the stream. If it's a solo stream and I know member has at least basic English, it's fine. if it's like the Mia and Chiho collab that started and there's a sea of "I CAN'T UNDERSTAND A WORD OF WHAT THEY'RE SAYING BUT THEY'RE BOTH CUTE" comments in English despite someone doing liveTL... pass.

I feel awkward trying to watch Chiho and his entire chat is people talking in English (and breaking stream ettiquette by chatting amongst themselves) when he's streaming in Korean. Also I don't chat ever.
