DIsagree. Chuubas are part of the cultural landscape over there now, they're literally on TV as more than just "look at the money involved in this weird trend" normie gawking. That means there's potential unexplored markets and demographics as people get more used to them, as well as other formats for Babiniku to become popular. Botan in particular has done really well, having appeared alongside Suda51 to talk about games for example.

The EN market is absoloutely overly-saturated, and there's no chance in hell that they'll break through into the mainstream as more than just a flash-in-the-pan trend to gawk at. Fans of mainstream streamers think chuubas are cringe. There will be a dedicated EN fanbase into the future for sure, but the explosion is pretty much over now, unless a chuuba manages to seriously shake the game up.
