We can't say with absolute certainty, but there have been enough bits and pieces of evidence to suggest that part of their 'spam viewer' culling is taking 'inactive tabs' off the count. Maybe not 100% of them, but some portion of them.

Nobody knows for sure. There is a prevailing theory that it will only count the active window if you are watching on the desktop but nobody could prove it one way or another.

There is an easy experiment that could prove it, but could also destroy some 2 views chuubas
