This is actually one of my biggest problems with her, but in a way that isn't mentioned. Every single time she has talking segments, you get half the content in the same amount of time. 2 hour stream? 1 hour of content because half the time she is translating. Also since i speak nip, its even more grating to hear the exact sentence spoken twice. And you can't even skip it if its live. If you're watching the vod, then you have to pay attention and spam L every time she starts with another language or endure it.
And what for? The 2% audience that doesn't speak english? Another 3% that think they'll learn something from her translations? Doesn't really seem worth it.

If you're doing your EN2 stream reps you would know that rrat is hardworking as mentioned by the other members, she got the chairman seat in the council for a reason, the chaos theme is just a bit misguiding, she IS energetic (in a different way from Sana, who is more sweet-energetic) and I would say that the design fits her, it's just that the added element of being "the embodiment of chaos" does not.

I think we'll see an evolution for her in the next months once she gets more comfortable, rrat and owl have the most potential for character development, Kronii is going to polish her dom mommy roleplay, Fauna could become one of the strongest ASMR holos after buying better equipment and getting more experience, not sure which direction Sana could go, she already had a pretty confident start and is the most stable for now, depression arc could be incoming because of the huge hit in subs though.

I can give you a bit of a comparison. I sit in a meeting with Japanese colleagues and they have no clue about English, so someone has to translate and back to English. This basically doubles the time we are stuck in a meeting and is waste of time.
Same with streams, if they selfdub it doesn't add new content to the stream thus if done all the time effectively halving the content in a stream. I don't have the time to watch a stream that takes longer or barely moves forward because of that.
It also doesn't help with not alienating viewers, because both sides feel more alienated because it interrupts the flow.
Korone, Marine and Pekora were very popular with the EN viewers despite only being able to use a small fraction of English.
Kiara made that mistake in the beginning, but since then she stopped going overboard except in stream where it makes sense for her to talk in Japanese.
