I think their changes not just lately but the past few months would be from renewing - I heard that after your first year your mandates including yes even minimum streaming hours get lifted and you can start to do more of whatever the fuck you feel like - such as do an unmonetized stream etc. This would explain why Ayame, Haachama and Shion are still around.

Also, I'd suspect EN management might be stretched thinner now with 2 gens and even if they aren't, all their attention is focused on the newbies just-starting to carefully walk them through whatever and try to coach and help them as needed. Could be EN1 just feels like the pressure's been lifted now that they aren't just stuck in the spotlight by-default anymore.

Maybe I'm reading and listening to things out of context but these recent complaints about management reminded me of a little story.
Before Ichikara upgraded into all colors of the rainbow, it was a pretty black company. Some graduations were apparently due to disagreements with management and feeling fed up. Mito even discussed it. https://www.youtube.com/watch?v=ZUbKHhKwx_o People would ask for things and they wouldn't really care. People got hit with bills for their designs despite the company being the one to pay for them. The most notorious graduation was Sasaki Saku, who wanted Nintendo permissions among other arguments with managers, and left because they wouldn't secure them, and why would she stream under a company that won't let her monetize the only thing she plays.
This inspired two livers, Chaika and Shiishii, into creating their own radio show to talk about how shitty management was, and the kicker was that Ichikara even allowed them to openly shittalk management, that's how little they cared. They'd have guests on and basically shittalk them all day but in a polite way. But, this radio show actually pushed Ichikara to change things for the better. Fans were agreeing with them left and right and Ichikara eventually buckled. Groups that weren't really allowed to collab with each other thanks to management (SEEDs and Gamers) got dissolved and all placed under the Nijisanji label leaving people free to collab, people who were forced to pay for their model got reimbursed, and they worked harder on game perms, even asking Sasaki if she wanted to return, and she did (with a funny video that also caused Belmond to skyrocket into public eye).
I'm not saying Hololive is anywhere close to the issues Ichikara used to have, and I don't understand the full context, but maybe it's a good thing that they're speaking out against things that management does that annoys them, maybe fans rallying behind their oshis can prove that some things that need to be changed are worth it.

It's not that simple.
They say this now, but there's this faggy lore that's being artificially injected into things when before it didn't fucking matter but a bunch of suits are trying to make it matter, like when some soulless megacorp tries to force a meme. With every other girl in every other gen their "lore" grew up organically in interactions with their fans during the games they played or whatever it is they did on screen.
Whoever is running the EN branch is attempting to wedge in a shitty OC donutsteel and an accompanying backstory.
If they just give up now, stfu, go away and let this new gen develop as they would organically rather than forcing some kind of structure about them, then that's fine. If they persist with forcing this then things could get bad and it's likely that the overall quality of the consumed product worsens; something nobody wants.
