Cover likely sees Gura's model as "good enough" for what she uses it for, and won't spend more money out of pocket to re-rig a model outside of very special circumstances, such as the model being so shit they had to scrap it and start over. Gura doesn't help herself in this situation as she's conflict avoidant to the point of being a complete pushover; she is never going to use her position as the most subscribed vtuber to demand better rigging, nor will she pay for it out of her own pocket despite making good money from memberships alone (I believe both Matsuri and Coco had to pay for re-rigging out of their own pocket, so it wouldn't be something new).

At this point the only way it's going to change is if the same rigger fucks up Gura again with the outrage from it being big enough to threaten Cover's operations or earnings, or Gura finally grows a spine and does something about it herself. Neither will happen.

There's some stuff that could be avoided if the artist did a better job like with the gura stuff (why could the outfit even have holes in the first place? Isn't it common sense to extend some stuff beyond the clothes a fair amount for better rigging?) but I can think of ways to improve Anya's rig a bit without even being very experienced at Live2D (am a beginner as well), I can only wonder about those who operate at a professional enough level to be hired by hololive.

In a company you don’t just fire people since if they’re under contract you need to first iron out all the details of said contract where both party have to agree to terms of termination. Then you have to consider that if the said person who work in the company was also already on another project and then you have to make sure that there is an actual replacement plus you have to deal with compensation for either already done work. Anything else can cause both lawsuit nightmares and catastrophe that only serve to screw over the company more than it will help. Outside of the employee being a literal rapist, its not a simple matter to just fire someone because of “badmouth” or “lazy”.
