I'm sure most of the corpo's just refused the invitation initially this and Offkai had to negotiate again recently after not getting enough big guests this year. You usually want to announce the major guests ASAP so the fans can make travel plans to attend. They didn't announce the major corpo guests until 1 month and less this year. All of the corpo's got announced at around the same time as well
