So far no VTuber agency in Japan has ever sold IPs to their talents before. They have "given them" after agency closure (See PRISM) but not sold them, and rarely happens unless the talent was previously the owner of the IP.
Nijisanji in particular actively shelves them instead.
The only hope that Rosemi and Fishman would have to get the IP would be for Nijisanji to fully implode so Riku might (or not) liquidate assets, including selling the IPs to the respective performers although sometimes they get bought by conglomerates for no reason other than hoard and shelve IPs, if not it just gets shelved, forever stored in a hard drive somewhere until the data inside it corrupts and becomes unusable.
