this is an EOP board, but in response to the question her promotion is following a more typical Vsinger/musician strategy. The cross-promotional aspect of streamer-singers means you rope in audiences on both fronts; the RIOT girls don't stream nearly as much (whether they're disinclined to or whether it's not the strategy).
The whole rebrand era as Meteopolis also obfuscated her as an individual since the whole thing was a duo act. That being said I love blue women and would like to see them collab.

Suzuna is technically smoother, but Suisei has more soul and texture and has a more unique voice while Suzuna sounds more like she could be just any good singer. The production on suisei's version buries her voice in the mix a bit much and the eq on her voice isn't the best, could be much crisper and clearer.

Using non-musical buzzwords to critique singing ability is like trying to throw around dance move terms and trying to critique cooking technique. Might as well just say you prefer one over another and probably on company preferences too. Suisei on any objective front is a good enough singer but she isn't in any way exceptional. But she also isn't competing in the same market as dedicated Vsingers and from a musical career basis, being popular is way more important once you are at the top than being better musically. But there is nothing to write home about Hololive as a whole musically, it's to the extent that Vtubers that got hired like Nomu Suntory for advertising purposes only can sing better than 90% of Hololive.
Hololive has lost and sullied their reputation for anyone looking at their brand for any purely musical basis. People buy the music anyways because of brand power, ignorance, and supporting the talents from a holistic standpoint of what they do inside the company, not because it's great musically. It doesn't matter to Hololive as long as the money makes sense so there is no real incentive to hire Vsingers for them in any serious way since INNK folded. Vsingers who just want to sing and not do streaming + other activities on top are not going to join Hololive based on that. There is a reason why Blue Journey was a failure when the focus of it was stripping away all of Hololive's biggest strengths with their talents' personalities and trying to tell someone else's story. It turns out that Universal and Hololive the brand and talents that are on the whole not musically up to snuff can't carry a musical project.

Marine is not the best singer around but her songs are huge hits, Okayu also has pretty moderate success even not considering Mogu Mogu and Neko Kaburina. Kobo's latest song is doing exceptionally well even for her, because it's a jam. In contrast, Kanata is considered one of the best singers in hololive yet her original music doesn't do too well (stream Betsu Sekai by the way).

I'm going to clear the air here. Suzuna IS a VTuber, but just barely by the board's standards. You can check the older MVs on her channel where she actually has a functioning 3D model. More importantly, every stream and live she ever did with the old model is either private or deleted due to the rebrand; the Meteopolis unit she's a member of specializes in MV output rather than streams in general. The only stream on her channel at the moment is an event announcement stream where she's a PNG.
Her current model and the stream purge came with her 2022 Birthday Live titled PANDORA, if I recall correctly. Her old radio show, Geek & Music, was something I looked forward to before it was cancelled around the same time as PANDORA; I'll wait as long as it takes for it to come back.
