I would beg to differ. Thailand, Vietnam, and Indonesia are doing just fine with their homegrown vtubers, and we have roughly the same standard of living as those countries
It's just that Filipinos tend to gravitate more toward foreign vtubers since we have better English on average, and a strong vtuber culture hasn't been developed yet even after all this time

The Filipino vtuber and idol talent is there, they just need better leaders. It's similar to how we can say, the Filipino manpower is capable, but the government and business leaders are lacking, so they migrate or work abroad.
