marketing researcher here. I've been looking into potentially developing vtuber projects for spanish speaking audiences. From what I've gathered, it's the wild west and while poorfaggotry is a factor relevant to revenue in the present, it's more of a matter of spread and cultural differences which makes it difficult to establish a managed network. There's a particular case of a girl going independent in Argentina making a more than good enough income from streaming as a vtuber. If she had proper management behind her, they could easily expand to broader demographics and build a network from there. The one thing i don't get yet is why they stream on facebook, probably due to the fact that people down there still use it but im not so sure.

Unfortunately the market is tiny (less people speak German than Russian!), most younger Germans know English on an adequate level and I'm not sure there is as sizeable a weeb culture as there is in Russia for example.

There was an agency called VRidol, but after their first at least for me boring and failed idol debut of Graf Karen Ch., I never cared to watch them or if they still exist. Graf Karen is still there and does streams. There are also some indie vtubers like the tranny Mocca Liebeskind and JinjaOwO.
I would like to start vtubing too, perhaps if I can finally get a new PC and gear, but you don't get anything right now for a normal reasonable price. Anyway I would rather just use vtubing first as a tool to learn to be better in small-talk and conversational English, besides also having a gigantic backlog of games.
