It's a simple marketing ploy that's existed since at least when the Flintsones smoked cigarettes.
The only problem with this strategy of marketing is that it can result in a dud sometimes.

Mister Donut's donuts are pretty well known to not be as sweet as American chains, so I'm judging solely from what I've heard, and from my experience with other Japanese pastries, I believe them.
