Error reporting only works if the drive fails gracefully and starts of with what is being monitored. And Windows won't report the lower tier errors that is the preliminary signs either.

For a 3090 yes you need at least 1000w even though poorfags who've never owned one will cite (((Nvidia))) recommendations. They have some weird power spike thing that trips a lot of PSUs built in protection. Google 3090 OCP.

A HDD is pretty much your only option for any kind of high capacity. I'm a boomer and have a bunch of stuff that I still back up to (redundant) DVD+Rs and BDRs but realize that I'm in the minority. What the other Anon said about sudden failure is definitely the truth though, went through that once and the stress of trying to coax it back alive just enough to save the important stuff made me learn how to set up a NAS the next day.

Yeah, unsurprisingly a lot of people are either misreporting this or just didn't bother to read the law. The power consumption is defined for a *system's* idle power draw, so there's nothing stopping you from buying the individual components and assembling it. Apparently it also doesn't apply if it's shipped with no OS so I can imagine they'll start selling prebuilts and then a free/low cost bootable USB drive that has the Windows installer on it.
