That's a bit of a stretch. Jump had multiple successful series before Dr. Slump and the formula most series follow even to this day was already established before Toriyama entered the scene.
Dragon Ball was a juggernaut of a series and drove a lot of sales, but Jump's lineup was absolutely stacked during the time period and would've done well even without Toriyama.
It should also be noted that while Dr. Slump has no doubt played a big part in making manga and anime more mainstream, it's more to do with the fact that 1980's is when they decided to start adapting their most popular series into anime and they started that trend with Dr. Slump.

It was kind of generic (Just like DQ), but with a lot of soul (Just like DQ). It was never going to catch on with Western audiences like the rest of the most popular anime did.
I'd say give it a chance if you like Dragon Quest. I have no idea how the remake is, though.

The anime's success is what made Toriyama massive, his manga just happened to be in the most popular manga magazine and was also popular in it. But the manga ran for years before the most popular work in the magazine left and allowed Dragon Ball to take the crown. All the other hugely popular stuff in the magazine of the time was not significantly influenced by Dragon Ball as it came from older manga trends. Jump becoming Dragon Ball-lite has a lot to do with the massive fall of the magazine in the mid-90's when all its veterans left, the magazine lost its place as number one for a few years and a whole new generation of kids who grew up with Dragon Ball took its place. Probably in some part helped by the fact Toriyama's infamous editor became the magazine editor-in-chief during those Oda/Kishimoto years, he rejected Kubo though who got through after he left (and Kubo's style is more reflective of one of the guys who was dominating the magazine when Toriyama first debuted).

Hard to tell which one had the biggest impact on jrpgs but DQ was definitely more popular in Japan. Especially with kids cuz DQ was/is so simple to understand and play. But FF definitely influenced other developers the most. 90% of DQ games were just medieval hero go on quest to defeat the evil.
