Pomu made a point of visiting Nina during her current stay in Japan and giving her a Valentine's Day gift. That's not really something you do if someone isn't a friend.
I mean I think Pomu in HoloEN would be fun, but the way Cover does debuts is checking whether the person applying fits a character they want in the gen... and we don't know if the twins are a change in that policy or a one-off exception. All these beggars talking about Mint joining hololive got me thinking about whether that would even be a good idea for her.
