A lot of art programs use very inefficient implementation of Huffman entropy encoding when they output a jpeg, and you can optimize that (progressive encode can also help with filesize, ymmv) to get some significant improvements on filesize. Google jpegcrop to get a GUI tool that will do it for you.
You'll also see arithmetic encoding, which is also losslessly interconvertible and gives far better compression, but has basically no support so we're stuck with Huffman for the most part.

Another trick for anyone forced to work with jpeg sources for a design task is that images get encoded in 8x8 pixel blocks, and appropriate tools can losslessly crop the image so long as they only cut on that grid, as each block can remain mathematically identical (thus the name jpegcrop).
