If we are being realistic, Kay Yu already has Hololive's permission for the fan game, and also to put it on Steam. I highly doubt he'd be willing to re-negotiate to put non-holo's in the game or to jeapordize the game because of it.
Makes more sense and is easier to just have a second project seperate from it if he really wants to do non-holo charas.
