To be honest any exposure actually worked as long as the vtuber herself catches my interest with her voice, model and don't give me red flags, any meme clips, shorts, collabs, twitter reposts and raids usually works. Most red flags, in my experience, reveal themselves in collabs though.
Collabs are good, but need to be with the right people to show charm, it's mainly for streamers fun.
Funny clips are good as a help to get people more invested in you, when they first show interest. It's good to have some easy to diggest content that gives them an idea of what kind of humour you have and what kind of person you can be during stream.
A game I like only makes me click if I don't have anything else to watch, but if I'm already exposed to the person it makes me want to stay. But as long as I like the person, the game is secondary really.
Art is only exposure if something goes viral, or is drawn by some big shot and shared around. Art is just a treat for the community.
Mind you this is generally what I think when I watch a new streamer, but usually it's like less than 5 % of the vtubers I'm exposed to that I end up watching, it's all about the person in the end imo.

Basically every holo in a way is telling a story, and the other holos are the secondary characters in this story, so you will watch them even if they are not your oshi.
A holo fan would watch only holos because missing on one of them cuts you from understanding the whole story, particularly if they are in the same gen.

Here is the thing, the Japanese takes collab super seriously. An example of this is how both Onolumi and Coyo send power point presentations to their collab partners planning in detail exactly what they are gonna do down to the minute.
Compare this to 'fuck it we ball" attitude with collabs on this side of the world.
Hololive also knows to limit their collabs to 1h, which lead to moona's nickname as 66 minutes after a Coco collab.

Besides that, anything else is basically brainstorming ideas that might work or not work such as:

My advice would be that instead of focusing on growth right now you focus on self knowledge: what are your weakness, what are your strenghts, what streams do you love making, what streams do you hate.
When you are small you can experiment and try to figure out what is the most fun way to stream for you, once you have numbers you wont have a real chance to try new stuff, and once you are corpo it is gg
