Holo archive purging from last year wasn't the usual case of cover horrible management policies, but an intentional move that they negotiated with capcom for.
Mio was selected because she'd be one of the talents realistically bringing in the least amount of revenue while still being one that wouldn't quit if they had to get hiatus'd for 3 months, due to her being a close friend of fubuki and one of the talents that had already overcome a slump.
The benefit? For Cover, they could quick and easily purge their entire archive of any undesirable content that might stain the idol type image that they were now pushing heavily for. Any male/female collabs? Gone to history. Any Niji collabs that they didn't want to be seen? Gone again. Talents would have to manually greenlight specific VODs, and thus management could control what content would be restored in order to keep them in check. And as 'preventative' measures in the future to stop another purge, management would give themselves further oversight over stream content, giving them more of an excuse to stonewall content that they didn't want. Since much of hololives content comes from active streaming this move let them both gain further control and leverage over the talents while letting management decide what their past image was like.
For capcom, it was obviously a pretty easy sell. They would get to snub one of the larger vtuber streaming compaines in Japan and somewhat internationally at the time, showing how much they meant business when enforcing their copyrighted content, thus giving them a stronger negotiation ability when doing so with the vtuber market in the future.
