How many times does this need to be said? Europe has a billion major languages. Japan has Japanese. The entirety of the Americas have English, Spanish, Portuguese, and a small bit of French. As far as I’m aware there isn’t any lingua franca in Europe that would provide a sizable European audience streaming at their prime time.

I think it's just way too hard to get euros to move from twitch to YouTube. It would at least take appearances at all the major anime/manga cons throughout Europe to spread awareness (There are like 15 big ones). And then Euros in general seem more inclined toward coombait chuubas like Lily, at least most of my friends watching chuubas are in the Numi/Lily bubble.

When people say they want euro hours streams they mean they want hololive streams. More people watched hololive in EU than NA before the EN branch started (Cover published their youtube metrics themselves back then), so if you applied this reasoning back then there would be no NA primetime streams.
