It's possibly not even necessary. The Japanese have this crazy thing called insurance which is used for this kind of thing. I can't find any figures on how much "relief" money is needed, probably because it's less than a week after the quake and too new to assess. The kind of money like the donation here is for things like temporary housing and medical aid to people injured.
