Burger publishers would never try to ban a specific country from using their product. They might stop sponsorship, or if its a specific service they have to provide or sell they can stop that.
But I don't think they can legally tell you to not use a product if its publicly available. Even copyright wise because any company worth a damn would just fight back that they're not evenly applying their copyright strike and get it cut down or applied universally.

JP copyright is not the problem. Even in the US, streaming a game without permission isn't transformative enough to not count as copyright infringment.
The reason it's allowed is most games say INDIVIDUAL STREAMERS are allowed to do so and monetize it. What they DON'T allow, is other corporations to profit off it. Hololive falls under the latter.
Cover was too incompetent to get permissions in the first place, got burned by Nintendo for it, and then STILL didn't get permissions until it almost got Mio's channel deleted by Capcom.
The problem isn't Japan's copyright laws, the problem is - as usual with Hololive - Cover being a shit company.
