Think about it from the agency's perspective. If they hire somebody to stream as a girl who then turns out to be a guy, there would be a huge controversy and they'd lose a ton of income overnight. Why would they bother with that risky and unprofitable deception when they could just hire women?

A very small amount aren't, but it's always easy to tell, considering it's their job to speak into a microphone for hours. You'd notice if they were using a voice changer or something. Male vtuber avatars exist, so there's not much reason to pretend.
