In this case it's likely those actually are real people going in and out of the stream. The entire thing is riddled with events and advertising as well as both paid and free content. Dipping in and watching the free stuff then dipping out when you gotta pay is pretty common.
Dipping in to see events when people tweet that the next event is starting isn't uncommon. The charts for these events are gonna look weird because they've got people who are specifically interested in one part but not the other and on one stream you might see nothing but a logo while music is playing and on another you've got a whole collab going on. So people are hopping around from place to place trying to watch free shows and catch their oshis performances..
