Because both parties are autistic. Holo actually perform quality and background checks, which is bound to have people get pushed back, not to mention their limited slots meaning that if someone auditioned before you, back to the waiting list (if one exists) you go.
Several girls auditioned many times, just because you didnt debut in gen 1 doesnt mean you are not good, it just means people got earlier, they had a stronger resume or they fit the character more.

On the other side of the pond, you have Indies that tasted Corpo and either felt disgusted or didnt ike that life. Miori might never go corpo again thanks to Tsunderia, and other girls might not want to do Idol shit.

This may surprise you but some people look up to corpos like vshojo or other successful indies as well, some may want to meet them more then they want to meet Holos. Holo doesn’t really get the same level of respect in the indie sphere as it does in the corpo sphere. I’m a viewer of both indies and corpos and in my experience there are some indies who probably couldn’t even name most of HoloEN.

In the west it’s a bit more rare but you see it a lot more in JP, thats partially what I was getting at though. It’s hard to make it as an indie vtuber and a lot of people see Holo/Niji as more of a sure thing if you actually get in, but you don’t see that many vtubers come to Holo while already being successful 4views. I think if it were easier to make it as an indie more people would aim for that rather than picking a corpo.

As far as I’m aware Idol and Phase are fairly friendly with eachother, its just here that everyone seems to be convinced that theres some kind of war.

Basically in the small corpo scene everyone knows everyone so they're likely to hire talents of former small corpos because they know them, that and most talents prefer to work for a corpo because it's easier than being an indie, you get a manager to deal with collabs, merch, sponsors, etc. so when applications open, they're the first to apply.
