The reason it got picked up by everyone else is because debut is legitimately one of the toughest streams a vtuber will ever do. Even if it's highly scripted, they'll still be nervous beyond belief. So the solution was to shorten the debut so they can get the major points out of the way, and then have 2.0 has a much more chill opportunity to do a first zatsu and organize with their community. This makes things easier on the vtubers, and provides a hook for the community to check out the stream immediately following the debut.
And personally, isolated hour-long debuts just don't work well and aren't as interesting. I feel like they begin to drag on past the 30 minute mark and the debut nerves and awkwardness really start to set in.

Almost all the companies seem to be adapting it as a relay style now, which for 11/11 made perfect sense as the day was fucking stacked.
