Between HoloEN, Vshojo, indies, and all of the existing NijiEN members the market has become saturated. The NijiEN brand has also become tainted due to drama channels gleefully reporting their every misstep. So unless you're an exceptionally talented entertainer and can steal viewers from other Nijis, the most you can hope for is becoming barely a 4view if you're lucky.

In this case, I had to give it to cover for being extremely careful with their debut timing. They know that viewerbase is limited resource to tap into. Someone could only watch so many streams and give so much money.
Vshojo does wonders sustaining expectation and giving some hope for growth, but that was only because Niji was absolutely retarded and stunting the livers, and indies are disadvantaged in terms of exposure.

Cover's greatest strength is not letting overlaps happen as much as possible and also the build up to the debut.
The relatively centralised style of Hololive also lends well to spreading the word of new debuts really well. Even if you somehow missed the news of the debutees in the weeks leading up to their debut, you'd still know they are debuting because the other talents will talk about it, and if you somehow missed all of that, there is still the post-debut streams of the other talents where they talk about the new debutees. This means that even if you only watch your oshi and nothing else, you would know there are new debutees.
Do I need to watch their streams? If I'm interested, sure. But the most important part is that viewers know they exist, that they know that so-and-so is part of Hololive nth generation.
