Not necessarily, Niji is just peoples 2nd choice because even at their peak Holo would still bring you greater success unless you were male. You also had greater odds of getting into Niji with the more frequent waves, Holo auditions are much less frequent by comparison. Failing an audition doesn't always mean you weren't good enough, you can see this with Holo talents who required multiple auditions to get through. If I'm decently talented but couldn't make it through a Holo audition, I don't really wanna wait 2 years to try again when I can just try throwing my resume at Niji.
