The fundamental issue lies in Hololive's origins: Hololive had a massive head start over Holostars and already cemented their fanbase. For Hololive/Holostars to be like Nijisanji, you would have had to have debuted the males and females at the same time and had collaborations between them from the very beginning. But that's not what happened. Hololive began with Sora, then picked up other female Vtubers over time such as Azki and Roboco. But because of that two year gap, any possibility of the two mixing together properly died from the moment Sora took the stage. Also, the potential backlash from stuff like this would hurt the Holostars side more than the Hololive side. The Holostars stand to lose the most from any potential conflicts of interest, so separating the two is as much for their sake as it is for Hololive's.

Leeching is kind of how Hololive keeps growing. The reason it's so much easier for newer members to hit 500k subs in record time is because they're building off the success of their predecessors. If Gen 6 ever happens, they'll probably hit 1 million even faster than any other Vtubers who aren't Gura. Cover's entire business model is built around leeching off previous successes.

Unfortunately, that didn't end up working so hot for Holostars, since apparently someone didn't tell Yagoo that introducing male idol vtubers two years after you've established the females was a bad idea. Being associated with Hololive at all really did hurt them pretty badly; it arguably would have been so much better if they didn't have the "Holo" brand at all.

At the same time, I don't really think that people who claim that Cover isn't giving Holostars the exposure they need is entirely accurate. Holostars is still kind of in a precarious situation where they need to be careful in making sure it doesn't seem like they're riding off of Hololive's coattails. While it's true that newer Hololive members leech off their predecessors and no one bats an eye, it's much more dangerous for Holostars if they're accused of leeching off of Hololive. It is absolutely vital for Holostars that they make it on their own, with or without Hololive. If they can build their own foundations, then that also strengthens the Holostars brand far better as well.

Keep in mind that the first few generations of Hololive also had similar struggles. Subaru talks about how even getting 10k subs was considered an incredible milestone back in the day, and Holostars has clearly flown past that stage. Once everyone in Holostars has 100k+ subs, I think they'll be absolutely golden.
