That's hard even for me and I have been doing this for a year. two ways
1) use the region prompter extension to gen each region, huge rng but prolly eventually give you something.
2) gen each riding an elephant alone, then cutout one of them and photoshop them into the other. Then do inpaint to meld them in and upscale.

I'm by no means knowledgeable on this but I think that you can do it by using regional prompter or something like that to gen two characters in different areas of your canvas.
I would first try genning two random characters riding an elephant, then feed that first gen to controlnet and then use regional prompter to "paint" the characters where I want them to be. I'm not sure if this is better than inpaiting, though.

Personally I find it usually works ok but if you put too much emphasis on a character tag for someone who isn't flat it can sometimes be hard to get them actually flat. But then also there's certain other tags that tend to unflatten characters, like if you combine flat chest and cleavage (which is a bit weird admittedly but I'm sure you can at least generally sort of picture it, a sort of low cut open-center top) their chest tends to grow a bit.

Basically anime models were kinda trained to get rid of traditional artists/artstyle from the models. I think the exquisite model suppose to still have them. I can give it a shot to see if those tags do anything. Model in question.

Ok well it definitely did something, though I'd have a hard time describing exactly what. It seems a little less wild with colour, like it's more consistent/gradual instead of just sudden bursts of very bright completely different colours

I'm not an expert either but I think most anime-style models are derivatives or at least have heavy influence from the NAI leak, which had training data mostly tagged with danbooru-style tags and so when you prompt with it you generally try to use prompts built by stringing tags together. Not to say it can't recognize general language prompts to some extent but that sort of prompting is more appropriate for something like dall-e (which unfortunately I don't think generates anime style that well. I think.). At least, that's my understanding.
Your initial request, just copied word for word, would probably make a decent dall-e prompt. Well, you'd probably replace "ayame" with "a girl" or "a woman" or something.
