VCR participants are either invited by the vaultroom (mainly Doi) or recommended by participants, and the only ones who are properly acquainted with kson are members of the holo-live. There are currently only two participants in the holo-live, three if you include the holostars.

Yes, the qualification to join a VCR server is how well connected you are.
To begin with, she has no one she knows who qualifies to join the VCR other than Hololive.
This year's VCR has included Vtubers and streamers who are less well known than in previous years, but they qualified to participate in the VCR through recommendations from participants.
It is not worth bothering to invite kson, who is not as popular in Japan as he used to be.
