They're a different branch so, I think, they can do unconventional/experimental stuff (for Hololive standards at least) as a side testbed while they continue to also have a main branch. Big question is if there is an official JP7 soon or not. If it looks like we got regloss -and- a full JP7 I don't think people would complain because it's just free extra Holos. It's free real estate. If however it looks like regloss is indeed JP7 and they did things like hire a Korean foreigner to be a full-time JP, a gyaru bimbo etc and have them all loudly talking to homos predebut, I don't think that would go over as well. Not with us per SE but the West's opinion on this matters very little vs how the Japanese fans take it.

The rollout of this branch in particular was so underwhelming and overall terribly executed. No one is really sure what they are about, debuts were pretty mid as well and closer to what you see in Nijisanji, all that it's known is they are "different". It makes sense for the company. Cover has very few control over the member outside of the hololive brand. Continuation of generation make each member unreplaceable.
Unit is far easier to control. They can replace its member because there is no continuation. Cover also gains the full control over unit activities.
The more I think about it, it is not about opening the market but asserting the control.
