I think typically what's done is you make a Tier 0 (technically Tier 1) for $2.99~ and then the real "Tier 1" (technically Tier 2) is $5.00. Tier 0 only gives emotes, Tier 1 gives emotes + membership access.

I went through all the holomen and made a collage of the odd ones but then I only copy pasted a single layer and the image is gone.
There's a handful of outliers like Suisei having three tiers with a cheaper tier 1, Sora having only a 2.99 option, Haachama has cheap tier 2 and tier 3, Matsuri has a $120 tier 4 option.
Mumei and Gura are the only ENs who don't have a tier 3. Mori and Ina have a cheaper tier 1.
Basically, after going through all of EN and JP the only generalization you can make is that most JPs only have a tier 1 and most ENs have Tier 1/2/3 but there's tons of exceptions on both sides and nothing is a given. $2.99 for Sora/Ina is the cheapest I've seen.
