Even /asp/ males will get at least a steady 2-3 ccv on average. Lots of them will have extended periods of 1 ccv but usually it's balanced out by periods of higher ccv.

Having 1-2 years of 1 ccv pretty much means you both have irredeemably bad stream quality and make no effort to network or promote yourself. Having just one of those is usually enough to get at least some small amount of viewership.

I find that one of the most common motivations with people like that is that they seek self improvement. Lots of very isolated people will lose their ability to talk well and interact with others in any way. Streaming can help a lot with people like that, and if they are going to be gaming anyways they might as well stream it.
