Cover doesn't allow hololive members to make negative comments about their model or default outfit but it's not that hard to figure out. Flare had a skimpy outfit that she obviously hated and even before her redesign she had modesty changes made to her 3D model. Generally their new outfits reflect what they like which explains why Flare, Ina, and Kronii chose modest outfits.
