Kiara really wanted her own sub-unit after seeing everyone else get one in JP, so she made Holotori. Except Subaru never really enjoyed the duck meme (see "Fubuki is a cat xD" joke) so her role is sorta odd and doesn't fit.
Combine that with there being a new bird member (Nerissa) not being in it because Kiara said their group is big enough as is for reasoning as why Hakka isn't in it (instead of just saying it's an all female unit cause she's kinda stupid) therefore limiting it from ever expanding or replacing Subaru.

Honestly making a group based solely off appearance is kinda a bad idea. That's the reason why groups like "Holocats" or "Holodogs" doesn't exist, and why groups like Holoblondes are mostly a fan term.
That, and fan perception of them can make members that don't fit at all into members that suddenly fit just because of a joke or a gag.

Nerissa is all but in due to space (Holotori's director has a vision for the current 5, they became official very recently and Nerissa came too new to fit into their plans).
