Realistically, if it's not delayed indefinitely due to Selen graduating or Petra being busy with school, it's probably nothing more than NijiEN being relegated back into being a sidebranch for the company to put less effort in and make more money from. For reference, IRyS finally got her 3D after 2 years, Nazuna from Vshojo got hers and even Henya's is getting her own 3D model soon, there's no good reason why they couldn't have done it sooner. IIRC the goal was 100k for a 3D model, they've all flown past that goal by now.
I'm gonna assume it's Niji negligence, since Pomu still doesn't have her Home 3D model. It's still on the back burner because they need to fix it.
