You have to remember that the population of Indonesia is 5 times bigger than that of South Korea and with the Japanese language taught in schools and culture there being pretty popular, it was an easily accessible market to enter.
Korea is a different story. Japanese vtubers are discussed more at DC Inside (the equivalent of 4chan or 5chan/5ch for Koreans) than Korean ones. Koreans already had their own style of avatar streamers (albeit static images) so a lot of the original fanbase of vtubers were Korean weebs who learned Japanese or post-MYTH, were people that had learned English in school.
This is slowly starting to change but direction is debatable. While Kizuna Ai and Hololive were the influences of the first generation of Korean vtubers, the second gen is split between people who were inspired by Hololive/Nijisanji/Nijisanji KR and from the VRChat streamers who took the role of the aforementioned Korean avatar streamers. The biggest corpo in the market follows the later and was seeded from regular and fans of the biggest VRChat streamer Korea and do a lot of generic Twitch content like react streams.
The scene there is also very volitile. Nijisanji KR had two explosive incidents related to bullying that turned good will against them and killed growth in their own market aside from the members who switched to Japanese. There's been tons of indie related drama, some of the biggest indies have been outed as being terrible people.

From the leaked conversations with Yuya, Ara bragged about leveraging whatever relationship punitively against members of the branch she disliked, especially those who pandered to non-Koreans. she openly shit talked and spread dox about branch mates and indies in their conversations. After Yuya graduated she dropped a big Google Doc outlining their conversations but not any stuff about NijiKR that would have violated the companies NDA.
Ara sued Yuya for defamation over it (reputational damage counts as defamation, true or not; same as in Japan) along making a list of claims such as that Yuya was actually one who was harassing her, was stalking her, was threatening violence her, etc.
When the leaks happened, her other NijiKR turned her into a pariah overnight. Didn't mention her name, completely skipped drawing her in anything for the upcoming branch anniversary. Never been to Vietnam, but Cambodia seemed similar to Thailand to me. Both are very poor countries and you have people still getting mangled by undetonated bombs and land mines in the Cambodia. They were a significant portion of what's said to be "YouTube income" in that table too.
