I actually think the comic is another hint of the transition. It was probably commissioned months in advance, and you cannot tell the artist to change everything suddenly. More importantly, the intro comic hints at Omega playing a major role in Tempus, but he was nowhere to be seen when they debuted.

The gap between Omega being fired and Jap being hired is probably when the problems got worse and the talents started going rouge due to weak management. Not to say Omega was a good manager though, but lack of leadership is a bigger problem.
