Tempus had two gens back to back, they absolutely prioritized males over Advent or any form of EN3. It took 2 years for this gen to come out which is absolutely insane when put into context. They made it that much worse for the new members of Vanguard since even Hololive fans on the subreddit were pissed that there was still no EN Gen 3 in sight, resulted in the board going into lockdown.
As for how they were able to put out a gen 6 months after Vanguard, it's probably due to there being a shakeup in management behind the scenes, especially with A-chan seemingly playing more of a role after a while.
