If it was an issue with contract negotiations he would have been out the door a long ass time ago because contracts are signed a few months before debut. They wouldn't have let him keep streaming while he wasn't under contract and then cut him off shortly before the anniversary.
Even an internal investigation into some alleged wrongdoing wouldn't take this long with zero information on when/if he's gonna return. We know from how Rushia got caught and bonked silently in the past for talking to a drama channel(months before getting fired). The public shouldn't even be aware it is happening until/if the talent in question gets fired.

I'm more inclined to believe he's in legal trouble for something entirely unrelated to Cover. That would explain the ambiguousness of everything and why they can't even estimate a return date. I don't think all NDA breaches are equal. Rushia was found to be supplying a dramatuber with material evidence gathered from their private discord so they had no choice but to terminate. I'm sure multiple talents have told close friends or family that they made it into hololive, which would technically be an NDA breach, but were never fired for it. If Magni and Vesper breached NDA, I reckon it falls somewhere in the middle, not serious enough for termination, but serious enough for a prolonged suspension (plus the possibility of further penalties behind the scenes).

The first one being that she "left her phone" while going on a holiday with the entire family, and the second being her suffering from coughing episodes that /vt/ speculated that it might have been mold from her humidifier.
