Things only changed after the second batch debuted which honestly makes me think that their initial strategy didn't work.

You could definitely argue she's part of it, though only in so much as the whole EN scene revolved around her for a long time and she is a legit kingmaker (look at Kaela). But really it's the entire culture. Think about every time a new girl debuts. There are loads and loads of clips from tons of members talking about it, EN, ID and JP. Excitement takes over the company as a new group gets welcomed into the family. Tempus had some of that, but there was also this weird trepidation, both subtle and overt. Kiara gets extremely excited for every new Holo gen, but she had a conflicted-sounding Twitter Space where she admitted she wouldn't even watch their debuts. Mumei and Irys didn't even mention them, Fauna gave a customary "go check them out if you want" and then never talked about them again, Bae and Ame talked to their fans like they were children about change, and many interpreted Gura's actions as actively hostile to them (trying to stream over their debuts, awkwardly turning the camera away every time she saw a Stars name in Minecraft, not acknowledging them at all). JP side basically ignored them completely, even some of the Stars-supportive members like Suisei. Enthusiastic support was kept to a select few like Mori and some IDs. The fans are going to take notice of that and that created distance and awkwardkness right from the beginning, regardless of how much effort Cover put into advertising them.
