I think it is, which is a good idea to not have long pauses between chatting and to make sure to fill the time in with something while processing chat messages, which some slow chat AI's tend to struggle with, so it is a smart method to solve that little issue

I feel like this was a bit of a sneak peek of what is to come and suspect there might be some things that have been reserved as considering this is a corp AI rather than an amateur AI there is likely more things behind the scenes they are waiting to show, but we'll see

the izumo ai definitely feels smarter than neuro and honestly had some funny responses like the 9+10 one. sadly it's pretty sanitized and not as unhinged as neuro-sama.
it definitely has potential, it's a bit slow though with the delayed responses (responses are being typed up rrats), I wonder how they're going to deal with YouTube API quota though.
I rate it a 5.5/10 AI chuuba, need to see her play games and sing, the voice is meh, and the model is cute, if they actually plan to monetize her by shilling NFTs then it's kinda over

The more I see people try to get into AI vtubing, the more I doubt that it'll get big any time soon. As it is, it feels like it just doesn't work on a fundamental level. The concepts just don't quite stick together.
I can see how Neuro came to be as a curiosity project, and how she became popular by being extremely random and dumb, but all the other attempts to make it happen just feel hollow and pointless. The vtuber part and the AI part don't really contribute being together, it is not as smart as some may expect AI to be, it is not creative or interesting, it has nothing to offer that wasn't done before by someone else. It kinda makes me think of porn games, the porn part and the game part often get in the way of each other and the combination accomplishes nothing in particular. I know that there's a decent audience for that, but for many people it begs for question "why does this exist?".
We all know that the concept of fully artifical but animated enough waifus has been widely popular with vocaloids, and can be traced back as far back as ancient greece with the myth of Pygmalion. One may think that vtubers are a almost a culmination of the concept, this is as close as you may get to the perfect waifu for everyone. But the technology just isn't there yet. It has very little to offer beside random chit chat, and even that is not that good.
I'm confident that if an actual competitor to Neuro ever arises, it will be a passion project and not a corpo bot, as it demands a lot from the creator to make work and doesn't really promise mountains of gold. I hope one day we will get to see the concept fully realized, but I doubt it'll happen any time soon.
