What it looks to me is that the guy and the studio he was connected were incompetent and created discontent with their clients. An internal dispute occurred within the company which resulting to him getting fired. Before leaving, he refunded his clients (some of which he pulled out of his own pocket). As for the issue with Bao, the amount is too big, and since Bao preempted by hiring a lawyer, the guy also hired a lawyer handle this. Then Bao accused him publicly as a scammer. Its seems Bao is at fault too, being an entitled bitch who misses and cancel meeting and expected results to land on her lap. You know why he can't? Because he already paid the artists huge sums of money to do commission work upfront so he has to wait for 50 people to refund him for the money that he would need to refund his actual clients. Which isn't going to happen because that's literally not how commission deposits work, artists ask for money upfront precisely so that if the client quits they still get paid something for their outstanding work.
Also there was no way that they were going to get all of it back unless literally nothing had been done/payed yet, on a normal project people would have been paid for their work and there would be no way to give that money back.

As for the stuff that was assets he probably did pay deposits to artists since that's easier to commission, but still not ideal or great.
Obviously all of the money couldn't have been for artist deposits since they're all ridiculous amounts, but neither does he have any actual expenses if people were just being commissioned. There's no real way to tell because it's not like he'll post communications with artists or any financial data that might actually incriminate him.
Maybe he paid deposits and then hired them but failed to pay their wages? That's probably more likely since he could easily run out of money if he plans shit improperly and asks huge lump sums upfront. Someone also said that he paid someone with money from the 50% deposits so the money was also being misused.

Basically he commissioned them which means that he had to pay a deposit of usually 50% upfront for their work, but still has to pay the other 50% on completion. Since he asked for money to pay the deposits but didn't take into consideration that he can't ask his clients for the other 50% until the entire project is completed he either paid some people out of the deposits for the full work (which means he took extra money besides the commission deposits and spent it without having a way to have cash on hand), told people he couldn't pay them for their full work because not everyone had delivered (which is fucking retarded) and shit like that. Now imagine this shit for like 3 months because you're too retarded to actually make sure that your client can deliver some song lyrics before taking 15K from them. Couple that with the fact that the biggest project (Bao's) got scrapped due to his fuck-up and suddenly everyone wants refunds. It basically meant that the only way for the artists that had finished their work to get paid was to contact the vtubers and that the vtubers would obviously not give the guy any more money because they want whatever is left of their deposits back. There's virtually no way of getting the money back because the artists are in the right, it's his fault for commissioning them and forcing all of his clients to demand refunds due to his actions.

I don't blame the girls as much but it is somewhat their fault for not realizing the implications of hiring a guy that's just commissioning people to do the work. It essentially meant that if they wanted a refund there was no way that he would be able to produce all/most of the money that he demanded upfront (in some cases 50% of the cost) because he himself agreed that he couldn't ask for a refund from the artists when he commissioned them.
They're definitely retarded from trusting a dude that basically tried to pass himself as still working for a company that was reputable but it could have happened to anyone really. I think the biggest giveaway was the 50% as a deposit but if he literally didn't tell them that he was commissioning people it's pretty easy to overlook that if you have no idea of how project management works and you think that it's a legitimate expense/working funds for the project that "his" team would work on.
