I'm not sure that they necessarily "flopped" per se, but I have a theory as to why they never achieved the same popularity as their female counterparts. Hololive built up their brand as a CGDCT brand, so the boys simply didn't "fit in" very well. They can't collab with the girls too much since that would ruin the CGDCT atmosphere, but the ensuing lack of collabs also limits their exposure and, in turn, growth. Additionally, most people who watch Hololive watch for girls rather than boys, so most just don't have much interest in them. The people who are interested in boys had already started following other corpos (like Nijisanji) before Cover Corp started their male branch.

Tempus is doing better than StarsJP because 8 out of 10 HoloEN girls at least acknowledge their existence, scaling all the way up to doing big and frequent collabs with them. The relationship is friendlier and they're more like 1.5-class citizens. As for JPs, Yagoo will never ever find even 1/10 of his own Kuzuha equivalent with the current Cover status quo, so it's a wonder why he keeps debuting males.

HolostarsJP is full of underachievers that are seemingly ok with not growing. Roberu is the biggest holostar they have and the only one to consistently get more than 1K viewers. He networks a lot, is a chatterbox and has talkative host energy. HolostarsEN was created with the very obvious intent of mixing them together with the girls since a lot of the EN girls support that branch. Now that wasn't their purpose, but they were given special priorities because of some people in management wanting the starsEN+holoEN dynamic to be more like nijisanji. Management lifted the collab ban on starsEN and allowed Magni to collab with Mori due to "demans" from "fans". Months later, and this pretty much just backfired. Mori and Kronii have pretty much just attached themselves to Vesper and Magni, and show no interest in promoting the branch further or collabing with any of the other guys.

So holostarsEN is just slightly more successful than the JP branch on account of them being in English, basically. Though they do have some members that are slightly hungrier for success and don't seem to me complacent.
