For now the common theory for the artist seems to be Minoru Iwamoto, the character designer for Tales of Arise, since Kiara was an ambassador for the game and worked with Bandai Namco on multiple levels, plus he drew a special artpiece dedicated for Kiara. The artstyle also fits Kiara's description.
