Whenever she does stream she's full of energy, sounds healthy. There's no way she's busier than some of the other EN girls like Kiara, Calli or Bae. At this point in time there's only 3 potential reasons as to why she's not streaming.

1) She's just done.
2) Major project such as anime/game release that she's directing (Not likely, but have to include it)
3) She has a child and needs to take care of it. Is only able to stream very infrequently and only when she can find a baby sitter to take care of the child for a few hours.

My theory is burnout. As in, the money from streaming is a drop in the bucket for her, she’s indifferent to her fans, and the idolshit events Gura really cares about are too rare and far between to be sufficient motivation anymore. My guess is that she’s realized EN will always have to go through a shitton more red tape and middle managers that she doesn’t like interacting with to even begin a project. And knowing that she can’t deal with the paperwork like most other people in EN can while being the most popular one makes her feel like a failure whenever she even thinks about streaming, except for the rare occasion when Gura can motivate herself just long enough for the occasional bursts of streams we do see.
I don’t think Gura is “lazy” per se, but I don’t think she has it in her to continue streaming regularly, and you don’t have to attack her character to decide not to waste your time or money on her.
